2009 House of Delegates Actions

Motion to adopt Resolution #1:

BE IT RESOLVED, that the language regarding processing member applications be changed in Article IV- Membership as indicated in Attachment A  and that the change be effective immediately.

Motion to adopt Resolution #2 with the recommendation that the Board of Directors revise the Finance Committee’s Area of Responsibility #6 to read “interview and recommend a professional investment manager.”:

BE IT RESOLVED, that the House of Delegates approve amendments to the MAFP Bylaws that would re-establish a Finance Committee as a standing committee as shown in Exhibit A, and be it further

RESOLVED, that the MAFP Duty Book be revised to include Areas of Responsibility for the Finance Committee as shown in Exhibit B and that other corresponding revisions be made in the Duty Book and MAFP policies to reflect the replacement of the Ad Hoc Budget Review Committee with a Finance Committee chaired by the Treasurer.
 

Motion to adopt Substitute Resolution #3:

RESOLVED, that the Membership and Member Services Committee explore, in conjunction with staff, the cost and potential feasibility of developing a secure web-based communication tool.

Motion to adopt Resolution #4:

RESOLVED:  That the MAFP Delegation send a resolution to the American Academy of Family Physicians Congress of Delegates recommending that they adopt the following rules with respect to the “Candidates’ Hospitality” event for those seeking higher AAFP office:

  • Continue to hold the "Meet the Candidates" session with Delegates and Alternates the night before Congress is convened; and eliminate the “Delegates’ and Alternates’ Reception” immediately following the “Meet the Candidates” session;

  • Format a new Combined “Delegates' and Alternates' Reception” with the “Candidates’ Hospitality” event to be held in one large ballroom on the first night of Congress., (7 pm-10 pm), open to all comers, with chapters grouped by candidate type and placement made by drawing numbers from a hat;

  • This event would be financed  with continued financial support from AAFP consistent with the cost of the Delegates and Alternate Delegates Reception  and a set and agreed upon  contribution from each chapter hosting a Candidate for AAFP Office to include funding for food and beverage, exhibit tables, pipe and drape, and signage for the room, but exclusive of individual exhibit space decorations, electrical connections, easels, chapter giveaways (which are at the expense of each chapter) or other such fees that are imposed by the hotel or its vendors at the chapters’ request. 

  • AAFP staff will be responsible for selection of food and beverage based on the budget available.  Chapters will submit order forms to AAFP staff who will work with the hotel; all cost information will be provided to chapters in advance of ordering.

Motion to adopt Resolution #5 as amended to read:

BE IT Resolved, that the Minnesota Academy of Family Physicians (MAFP) will advocate for universal vaccination of healthcare workers against seasonal influenza (excepting those with recognized contraindications) through a “lead by example” program that may include, but not be limited to:

  • Submitting a resolution to the American Academy of Family Physicians (AAFP) Congress of Delegates seeking to expand the initiative to achieve vaccination of HCWs to the national level and assess the progress toward reaching this goal.

  • Frequent communication with other HCW (e.g. Minnesota Nurses Association, hospital medical staffs, hospital boards, HCW bargaining units, etc.) in an effort to educate and argue for implementation of this goal. This should be through official notices and policy statements from the MAFP, but also on a personal level with materials made available to the membership for developing news releases, letters to the editor, medical staff actions, etc.
     
  • Communicating with the general public and appropriate public agencies about the importance of this goal as a patient safety measure.

Voted to not adopt Resolution #6 regarding Honorary Life Membership.
 

Substitute Resolution #7:

BE IT RESOLVED, that the MAFP continue supporting the work of the AAFP Commission on Education, and

BE IT FURTHER RESOLVED that the MAFP request that AAFP actively promote increasing federal funding of family medicine residency programs including but not limited to Title VII and Medicare funding.

BE IT FURTHER RESOLVED that the MAFP request the AAFP continue to aggressively lobby for meaningful Health Care Reform that addresses:

  • How we choose students for admission to medical school

  • How we educate medical students on team based care, the concepts of medical home and primary care research

  • Debt reduction programs for those physicians who choose primary care

  • Payment reform that adequately reimburses care coordination provided by family physicians

Motion to adopt Resolution #8 as amended to read:

BE IT RESOLVED, that the MAFP urge the Minnesota Legislature to restore MERC funding for Family Medicine Residency Programs and the hospitals they serve, and

BE IT FURTHER RESOLVED, that the MAFP lobby for the Health Care Access Fund to be used to fund MinnesotaCare and Family Medicine graduate medical education in Minnesota.
 

Motion to adopt Resolution #9 as amended to read:

THEREFORE BE IT RESOLVED  that the MAFP continue to support reforms in health care which aim to accomplish the goals of the patient-centered medical home, and

BE IT FURTHER RESOLVED that the MAFP, at the state and national level, support reforms in health care which apply the goals of the PC-MH across the entire health care system, and

BE IT FURTHER RESOLVED that the MAFP support reforms in health care which bolster the viability of primary care practices, patients’ access to primary care, excellence in primary care practice, and integration of primary care expertise into all care for patients.

BE IT FURTHER RESOLVED that the MAFP forward a similar resolution to MMA with an additional whereas clause referencing the superior value associated with primary care based systems.
